The dream of a park in the Millerstown area existed for many years and in the early 2000s a thoughtful area resident left a bequest that made it possible to assist with the purchase of the land.  The firm of H. Edward Black and Associates was hired to develop a Master Plan for the park.
The overall park project was estimated at $5 million. It was deemed that the funding was available in increments of approximately $200,000/phase; therefore, the park was proposed for 19 phases. Phase 1 was completed in 2010 including riverside trails, a playground, picnic pavilion and an open air amphitheater.
