H. Edward Black and Associates, Ltd. proudly assisted our nation’s military forces through the development of new military housing at the Carlisle Barracks, home of the U.S. Army War College. The housing development project included the demolition of 239 outdated residential units and their replacement with 184 new single family and duplex units, as well as a new community center. Neighborhoods involved in the construction include Marshall Ridge, Heritage Heights and a newly-created neighborhood known as The Meadows.
The site is located in a High Quality watershed of the LeTort Spring Run. Storm water management facilities and Best Management Practices (BMPs) were designed to reduce impacts upon the stream. HEBlack coordinated the work with The LeTort Regional Authority and the Pennsylvania State Department of Environmental Protection throughout the design and permitting process.
